How digital agencies in Turkey price their work in 2027: four pricing models, what the fee should include, contract terms and a quick proposal check.
By the Bilcod Team · 26 October 2026 · Part of our digital agency guide.
Short answer: A digital agency's fee in Turkey is a model, not a single number. In 2027 most proposals follow one of four models: a flat monthly fee, a percentage of ad spend, a project fee or a performance-based fee. The same budget can cost very different amounts over 12 months depending on the model. This guide explains the models, what should be included and how long a contract should run, so you can read any proposal in five minutes.
Which Pricing Models Do Digital Agencies in Turkey Use?
The first question to ask is not "how much" but "which model".
| Model | How it works | Best for | Watch out |
|---|---|---|---|
| Flat monthly fee | Scope is agreed in writing and the same amount is paid each month | Long-term SEO and content work | Without a written scope, the amount of work becomes a debate |
| Percentage of ad spend | The agency takes a share of the media budget it manages | Small, stable ad budgets | As the budget grows, the agency fee grows with it |
| Project fee | A website or e-commerce build is priced once | Deliverables with a clear start and end | Maintenance and growth need a separate agreement |
| Performance-based | The fee is tied to leads, sales or rankings | Brands with conversion tracking in place | Can reward short-term, unsustainable tactics |
The most common mistake we see is a growing brand paying a percentage of ad spend. When the budget triples, the agency fee triples, while the work stays roughly the same. That is why at Bilcod we run ad management on a flat fee plus a low commission.
What Drives the Price of Each Service?
- SEO: hours of technical fixes, monthly content volume, link and directory work, reporting. Usually a flat monthly fee.
- Google and Meta ads: number of campaigns, creative production, conversion tracking, weekly optimisation. Flat fee, commission or both; the media budget is always separate.
- Web design and e-commerce: number of pages, custom design versus template, integrations (payments, shipping, ERP), content entry and maintenance. Priced per project; maintenance is a separate monthly item.
- Social media: number of posts and videos, community management hours, ad integration. A flat monthly fee with quantities in writing.
What Should the Fee Include?
Two proposals with the same total can cover very different work. Ask for each item to be marked as included, excluded or priced separately:
- Strategy and audit: technical SEO audit, competitor analysis, keyword map.
- Production: copy, design, ad creatives, with monthly quantities in writing.
- Technical work: on-site fixes, speed and structured data; are developer hours capped?
- Ad budget: the media budget paid to Google or Meta is always separate from the agency fee.
- Tools and licences: who pays, and who keeps them if you part ways?
- Reporting and meetings: live dashboard or monthly PDF; weekly or monthly calls?
- Maintenance and support: updates, backups and response times after launch.
What Pushes the Price Up or Down?
- Competition: a dental clinic in Istanbul and an industrial door manufacturer need very different amounts of content and link work.
- Existing infrastructure: a slow site with indexing problems has to be fixed first.
- Number of channels: search ads alone is a different workload from SEO, ads, social and email together.
- Measurability: performance-based fees only work once conversion tracking is in place.
A concrete example: on our SEO pricing page, packages start from 19,900 TRY + VAT per month, with the final figure set by site size, keyword difficulty and content needs. We publish a starting price so the first meeting can focus on scope.
Two Examples from Our Work
Module-T (prefabricated buildings, exporter): the goal was long-term organic visibility in English, so we used a flat monthly SEO model with technical fixes, content and reporting included. The site reached more than 4,000 organic visits a month, as published in our success stories, and the budget stayed flat because the model did not change.
PFI Industrial Doors: the site had technical problems first, so we started with a project-based technical SEO and site build, then opened a small monthly scope for upkeep. Pricing the two phases separately let the client see the cost of building and the cost of maintaining.
How Long Should the Contract Be?
- SEO and content: organic visibility takes 3 to 9 months, so 6 to 12-month terms are common.
- Ad management: the first campaign goes live within days and data becomes meaningful in 4 to 6 weeks; a 3-month start is enough.
- Social media: the content rhythm settles in about 3 months, then continues monthly.
- Web and e-commerce builds: priced per project, followed by a maintenance agreement.
Whatever the term, the contract should state termination conditions, account handover and ownership of delivered work. If you are weighing an agency against hiring, see our agency versus in-house comparison.
The New Line Item in 2027: AI
AI tools shorten content and creative production; ask whether the agency passes that on as more output or a lower fee. Visibility in AI search also adds work: structured data, sourced content and consistent business information. Our approach is to use AI in production and spend the saved time on strategy and measurement; final decisions stay with our team.
How to Read a Proposal in Five Minutes
- Find the model: flat, percentage, project or performance?
- Check that the ad budget and the agency fee are on separate lines.
- Look for monthly quantities of content, creatives and campaigns.
- Read the account ownership and termination clauses.
- Ask whether reporting is a live dashboard or a PDF.
If two of these five are missing, comparing totals is meaningless; align the scope first. Our digital agency guide covers the seven selection criteria.
Frequently Asked Questions
Why don't most agencies publish prices?
Many agencies prefer not to quote before the scope is clear, which is understandable. A published starting price and model still help both sides arrive at the first meeting with the same expectations. We publish starting prices for our SEO packages.
Are the agency fee and the ad budget on the same invoice?
They should not be. The ad budget is paid directly to the platform from an account opened in your name; the agency fee is invoiced separately. If they are combined, you cannot see how much actually went to advertising.
Is a performance-based fee always cheaper?
No. Bonuses for hitting targets can exceed a flat fee, and ranking or click targets can reward tactics that do not last. It works best for brands with tracking in place and a target based on sales or qualified leads.
What is the most efficient start for a small business?
Start with the single highest-return channel instead of opening every channel at once. For most local businesses that is local SEO or search ads; add channels as the data supports it.
